ESP-DDC is written as an alternative to existing planning and zoning ordinances. Specifically, this code addresses the conscious making of community, the intentional use of alternative design, development and construction principals that focus on sustainability, resource stewardship and responsible living. ESP-DDC is designed to supersede out-dated codes, developed in large part, for and on behalf of a super-dependence on the automobile, an ignorance of those critical components that comprise community and a focus on the pervasive subdivision of land with little or any relation to the topographical, vegetative, hydraulic and orientational aspects of the land. ESP-DDC sets forth alternative methodologies in profit based development, which encourage less dependence on the automobile, less use of finite resources, less consumption of energy and more synergistic relationships between neighbors, neighborhoods, employment and micro-agriculture, while maintaining meaningful returns on all investments; monetary, ecological and educational. ESP-DDCencourages critical examination of alternative design and engineering of water, waste-water and storm water management, employing proven avenues such as rain-water harvesting for potable and non-potable uses (on a home by home basis), non-regional, neighborhood based waste-water treatment systems (such as wetlands and drip-irrigation into decorative or edible gardens) and terraced bio-retention areas for storm water. ESP-DDCmay employ proven principles of TND's (Traditional Neighborhood Developments) such as focus on public sector amenities and healthy socio-economic cross-section development through building typologies. However, major focus shall be on ecological and sustainable determinants that encourage and allow individual and collective expression, use of alternative and recycled building materials and green energy procurement and management.
